MS Dynamics GP interface to MEPS CSA Software Solution

Mercury E-Portal Solutions (www.Meps.ca), an Aurora ON based CSA solution provider, has announced the development and implementation of a standard interface between it’s Customs Self Assessment portal and Microsoft Dynamics GP.

“MS Dynamics GP is a well known accounting and ERP system, so it just made sense to develop the plug-in” stated Neal Santin, Director of Technical Development for MEPS.

The fact that MEPS has developed a plug-in to Dynamics GP will lead to shorter implementation timelines for those customers that use GP as their accounting system

Customs Self Assessment Program – Is CSA right for my company?

There are a lot of misconceptions about the Customs Self Assessment program out there. I’ve attempted to address a few of them in my previous blogs, but the ultimate question still remains:

Is CSA right for my company?

The first question to ask yourself is : Do you want to reduce importation costs and improve Customs Compliance?

Here are some Operational qualifying questions :

  • Does my company currently have a process that compares customs declarations to our commercial invoices?  Could it be better?
  • Do we want to improve your level of compliance with customs regulations?
  • Do we want to reduce the amount of manual paperwork we complete for Canada Customs?
  • Does our operation depend on assured movement of goods across the border into Canada?

Here are some Financial qualifying questions :

  • Do we process more than 400 importation transactions per year?
  • Do we spend more than $10,000 per year with Customs brokers?
  • Do we want an import process that is driven by our own systems and financial records, rather than a third party?
  • Do we want to minimize our exposure to Customs penalties?
  • Do we want to substantially reduce the amount of amending entries we make?

Why Customs Self Assessment? Debunking the myths of CSA…

There are a lot of opinions on Customs Self Assessment throughout the import community in Canada.

Some are under the impression that:

  • it takes up to two years to implement.
  • it can be incredibly complicated and tie up internal resources for months just to get the process mapping done.
  • IT personnel think that the integration to the Canadian Customs and Border Services Agency will be a nightmare.

So here is our response to the above:

  • our average implementation timeline is between 3-5 months

Inclusion of Intermediary Locations for Release of Customs Self Assessment (CSA) Shipments

On July 31, 2009, CBSA announced (CN09-019)that CSA importers can include intermediary locations, as listed on the CSA carriers’ bill of lading, as part of their trade chain partner (TCP) list for delivery of CSA shipments as a consignee.

The most significant impact to importers is that 3PL (Third Party Logistics) facilities can now be included for CSA release. Up until now, importers who imported goods to 3PL locations could not take advantage of the CSA release option.

Expansion of Customs Self Assessment (CSA) Program to Mexico

A Customs Notice issued April 15, advises that the Customs Self Assessment (CSA) program has been extended for goods coming from Mexico to CSA approved importers.

The Customs Self Assessment initiative was developed to answer the needs of Just-In-Time manufacturers while staying within the regulations of Customs Law. The automotive and aerospace manufacturing sector developed this program together with Canada Customs. The concepts are “risk management” based. It was found that business and government share an equal concern about the accuracy and quality of their reporting systems. An obvious opportunity to eliminate costs for both business and government was determined.

The CSA program provides:

  • A streamlined accounting and payment process for all eligible CSA imported goods
  • A streamlined clearance process for eligible goods when an approved CSA Carriers and CDRP/FAST Drivers are partnered with CSA approved Importers
  • Importers use their own business systems to trigger trade data and revenue reporting thereby reducing the need for external or other bolt on type systems
  • Eliminates many of the traditional import impediments, which means processing low-risk U.S. imports is easier and faster when program requirements are met
